Our view as to what our Imperial relations should be, dependent largely on our conception of Empire, and of the ideal towards which we should work. Some facts and some principles upon which, the speaker feels sure, we can all agree. A detailed list of six items follows. Four suggestions that have been made in recent years as to the form an Imperial organization should take. The speaker discusses each in turn: Imperial Federation; Imperial Council of Defence; Committee of Imperial Defence; Imperial Conference. Some conclusions: two Imperial organization of equal status and responsibility impossible. Urging us not to lose the substance in grasping for the shadow. Maintaining the Imperial Conference in its strength, its freedom, and its truly representative character as an effective instrument for co-operation in Imperial affairs.
