A joint meeting of The Empire Club of Canada and The Canadian Club of Toronto. A promotional address for the speaker's book "The New Canada." An extensive background on the Reform Party of Canada, outlining the Party's vision of a new 21st century Canada, and constitutional, economic and parliamentary reforms necessary to bring that about. The premise of the book is that an "old Canada" is dying, but a "new Canada" is being born. The Reform Party's vision attempts to be responsive to the aspiration and concerns of the average Canadian. Under the heading "New Canada: Development of a Vision Statement," the speaker attempts to describe what the aspirations and concerns of the average Canadian are and how they can be achieved through governance by the Reform Party. Under "Choosing a Future Course of Action," Mr. Manning describes specific actions that a governing Reform Party would take to bring about their vision, with particular focus on constitutional reforms, and the place of Quebec within Canada. Some concluding remarks reiterate the importance of responding to what Canadians want in terms of taxation, equal and fair treatment for all regions, and including Canadians in the writing of the constitution.
