The speaker's arrival in the United Kingdom on October 28, 1939, to act as Military Advisor to the then Minister of Mines and Resources, the Honourable T.A. Crerar, who was to represent Canada at the Dominion Ministers Conference then assembling in London; also to set up a Canadian Military Headquarters in England, and to undertake immediate arrangements with the War Office for the reception, quartering, equipment and training of the 1st Canadian Division due to cross the Atlantic some two months later.
