A panel discussion led by Marcel Faribault, President, Trust Général du Canada.
Introduction to the panel discussion by Mr. Fowler, President, Canadian Pulp and Paper Association. The question for the panel discussion is: "If the federal and provincial governments are to look after their own affairs exclusively, why should not this principle be extended to municipalities so that the federal government would permit the deduction of municipal taxes?" Mr. Faribault responds with an initial "I see no reason why the federal government should not: It would certainly be an apt recognition of the division of powers, since municipalities are the most important creation of the provinces." The discussion follows from that point, involving Mr. Fowler, Mr. Hanson, Mr. Cranfield, Mr. Palmer Kent, Mr. Potts, and Mr. Faribault.
