Address given on the day that Prime Minister Trudeau would hold a nationally televised press conference to announce his proposals for bringing home the constitution, and the day that the Federal Energy Minister Marc Lalonde and Alberta Energy Minister Merv Leitch meet to work out an energy-pricing formula.
